How can you easily make a good, decent and non-mary-sue-ish Naruto oc? Without Generators?

Now i’m goig to ask the question every person probably wants to know: How can you easily make a good, decent and non-mary-sue-ish Naruto OC without using a generator? Something that can produce an original ida for a character – maybe a question are to fill out to find out some good details? Please!
